Does PSN store open its digital releases at 12AM EST or at another time?

I am primarily a PC gamer so I am used to Steam releases of some games opening at 12AM EST on launch day. Since I live on the West Coast 9PM PST I can play them.

I am buying Modern Warfare Remastered tomorrow but just want to know when it is available to play.

Was hoping to stream it tonight if it opens tonight at midnight.
