Got HDMI Fixed, PS4 Now doesnt turn off

Hi, so my PS4's HDMI port was missing a singlular gold pin so I found an ad on kijiji for HDMI port replacement (yes I know bad idea in retrospect) but I am not in the financial situation to spend 100$ to get it fixed. So I take it to his house, wait an hour and he texts me to come in. I see that the HDMI port has been replaced, but now the PS4 has the single blue light and beep, then shuts off after one second. This guy didnt have enough knowledge to fix it, and tried putting washers under the APU clamp (or something like that) which didnt work. Now he is giving the PS4 back to me free of charge but I know have to figure out how to get it running.

1) Does my PS4 need reballing?

2) is there anything I can do before I take it to a shop to try and get it to work?

3) is it worth paying for the fix at a shop, or spending 200$ for a used one (not good bc i am broke atm)
