I have 48gb free space and still can't download a small update, something needs to change

All of these updates to the overall system are fantastic, but the biggest problem I've had with the storage has gone untouched for the entirety of the ps4's life span. Ever since day 1, I've had to free up a ridiculous amount of space on my hard drive to download a simple 500mb update. It makes no sense. I've heard some people claim you need as much as space free as the game you are updating takes up, but I just downloaded a 2gb update for Infinite Warfare, with less than 45gb free, and yet now I can't download a similar update for Modern Warfare when I have the same amount free. They're both taking up 60gb with zero DLC.

I currently have close to 50gb free out of 406gb, while having only 5 games on my hard drive, as I feel if I add anything else I'll have to worry about whether or not my stupid games are updating, because I can't even play them unless they are fully updated.

This causes such an unnecessary burden, especially when even the games you have on disc seemingly take up hard drive space. Yeah I can upgrade and throw in a new hard drive, but the problem is still going to be present when I put 5 more games on the HD.

All in all, they just need to figure this stuff out. I'm pretty sick of playing the "what do I delete now" game on things that I don't actually want to delete.
