Account was banned a year ago

Throwaway here. So my account was banned last year for using my sisters credit card without her knowledge. Yes this was extremely stupid and irresponsible for me to use her credit card and I know that, please dont comment on how stupid I was because I have learned my lesson and fully paid her back working my part time job.

From the time I was about 11-16 I used my sisters credit card for all purchases and micro transactions on my ps3 and also ps4 (majority of the money was spent when I was 14 and 15 on fifa packs). The total was over $4,000 in those 6 years before my sister caught me (she didnt realize for so long because shes 16 years older than me and her bank account was shared with her husband so she didnt realize until she saw that one of her very rarely used cards was getting charged so much). After I got caught my punishment was that my car and ps4 were taken away. I gave her my savings at that time and worked extra hours in my part time job and paid her back in full sometime last month. So my sister disputed the charges with her bank last year and my account was banned once that happened. There was an investigation, the complication with the investigation is that since my ps4 was at my sisters house for about half of the transactions (i would spend the summer with her and her husband and I bought a ton of packs out of boredom when I was at her house) but nothing has really changed in the last year. They say they cant refund her which is fine by her since I already paid her back. I dont know why the investigation is still going on but my account is still banned. I wanted to hop back on and play gta but it wont allow me to since i bought it from the ps store. So does anyone know how long this investigation may take place? Or will I ever get my account back? And the last question: since they wont refund her because she "had knowledge" since the transactions were done under her IP address, then why dont they let us access the games on it?
