Can't connect to the PSN and locked digital games! PSN down??

I have my account activated as primary on my brother's PS4 and his account on mine, his game (uncharted 4) isn't locked while my games (payday 2, darksiders warmastered and deathinitive are.

Also I cannot connect to the internet and says that the "network is currently busy"
