Having problem talking and playing with one specific friend on ps4?

me and this one friend cant talk in partys or join games together. its just me and him who cant join each other. the only time we can talk to each other in a party is if someone else joins the chat. if we join a game together( gta for example ) we cant join each other even though we both have type 2 open nat. why is this?
