Why don't more games fully utilize the touch pad?

I think the game that utilized it the best was Dying Light; you could use it to scroll through your inventory which I think is a genius idea. I also liked how in Tomb Raider Definitive Edition you could swipe up to light your torch; it was subtle but cool.
