Bizzare problem with controller charging

Basically, I can't seem to charge my controllers from my ps4, so I charge externally.

However, whenever I use the same charger, same cable on my ps4 controllers (of which there are two) one charges with no problem, the other controller will charge for 30 seconds and then be hit with a "?" icon on the battery.

I figured the controller was broke/battery burned out, returned it to the store I got it from (with reciept) and they identified that....the controller that seemed to be broke? Actually was working totally fine :| and WAS charging and even showed me as such.

To verify that for myself, I went to my friend's house, plugged in the "broken" controller to his PS4 and right enough, the controller was charged with no difficulty.

WTF is going on? Why is that precisely the same cable and charger (and I tried about 5-6 of each) works ok for one controller and not the other?
