Can't buy anything from web-browser store. Strange pay-pal message.

What it looks like

happening on both browsers, on Phone and on PC. Never seen this before.

Clicking continue Brings this up Here. Like normal except it does nothing and just brings me back to the first Picture, ready to push 'continue' again.

Any Ideas? Anyone had this happen to them?
