Changing PS Plus Account

On my PS4 there are 3 user accounts. 1 Account is an American Account that I use for PS plus and deals, but not the Account I use to play on. It is set as the primary console, so all other accounts can play the games I downloaded to it, such as the monthly free titles.

My question: if I stop paying for PS plus on that account and use another account instead, and perhaps a different region, can I still play the games I downloaded on this original PS plus Account?
