Dualshock 4 won't charge if plugged in to USB wall socket?

I have USB wall sockets (5V = 2400mA) which work fine for everything except the Dualshock 4. The back of the controller suggests it will only ever draw 800mA and the sockets will only provide whatever the plugged in device draws. The DS4 just won't light up though. Any ideas why?
