Is Sony's new policy to charge $0.50 cents to prove US Account owners are adults going to lock us foreigners who use US Accounts out of ours? This is terrible

Since I live in Macedonia I'm forced to use a foreign account from a supported region, I've had my PSN account since 2009 and use PSN gift cards to buy games from the PS Store.

Is this going to lock me out of content as well as my entire $1000+ account now because I have no way of providing a US credit card?
