Ps4 won't enter safe mode correctly.

Ok so I usually do a database rebuild on my ps4 once a month or so. Went to do it today and got to the press ps button on controller part of safe mode and it will not recognise that there is a controller connected in order to progress.

I've tried multiple controllers, cables and both ports.

Controllers appear to charge (flash when connected) and work absolutely fine in every other aspect except when yet to boot up safe mode.

I did notice that when I started the ps4 up normally there was a message in top left that flashed up saying something like "too many tab devices connected" but there was nothing plugged in.

And upon looking into this it appears ps4 confused itself somehow and is not supplying power properly to usb ports. Fix appears to be a safe mode rebuild from what found online but how do I achieve this if I cannot enter safe mode to do the rebuild in first place as will not progress past press ps button on controller screen with controller wired in.

Bit of a headache as no idea what to do. Any help appreciated thanks.
