When there's a power outage the 4TB of games on my external HDD have to be re-downloaded - any safeguards against this happening repeatedly?

Why does the entire external HDD have to be mended soon as there is an outage, every single time? Is there no way for Sony to safeguard against this happening? On my end, what can I do?
