Why isn't my PS4 installing/updating in rest mode??

Yes the PS4 is set to be connected to the internet in rest mode from the Power Savings setting.

I bought Madden 18 digital last night, started the download, but now that I'm home from work and boot up the PS4 to play some Madden, the file says "Cannot Download" and had to click on it to resume the download again.

This happened with the new Battlefield 1 patch that came out last week too, but I didn't think much of it because I thought my PS4/internet was overloaded since I was also updating Diablo 3, Watch Dogs, and The Division with patches.

So what gives??? This is honestly realllyyy god damn annoying :( Does this happen to anyone else here? I feel like this has been going on since last patch possibly..
