A question regarding my PSN account and Fallout 4 GOTY

Planning to buy Fallout 4 goty but it turns out that the addons need to be downloaded, my question is. If I buy a Region 3 copy of the game, will I be able to redeem the codes and download the DLC if my PSN account is R1?
