[help]Purchase not registering in library

The situation is that my brother, who is in the UK, bought Fifa 18 Ronaldo edition. Now, of course it would be unnecessary for me to buy it again, so I want to try and download the game, on playstation (in Scandinavia). Here's where the problem occurs. When I try to download the game on his account, on my PS4, the game is not registered in his library. I would like to know if it's at all possible for me, who's in Scandinavia, to download the digital game he purchased in the UK.
