Is there a big reason that we can't access the capture gallery on our phones after all this time?

I've had a PS4 for a while now, and I remember the disappointment when I realized that I couldn't just show my pals some of the crazy screenshots that I captured. I figured that it would have been implemented at some point, but to no avail? Sorry if I have just missed something and the reasoning has been made obvious somewhere.
