Need help with Blocking, crazy glitch?

My 12yr daughter has this creepy guy on her PS4, I blocked him and he doesn't show up on her PS4 list, but on Destiny 2 he is still on her friend list, cause he keeps joining her Fireteam, also they don't have mutual friends, not in the same clan, and she was playing solo. So is it a glitch?
