Whats an easier way to transfer new games to second ps4 without having to re-download it again?

I have two PS4's ... I download all my games to my main PS4, but I want to transfer those games to my second PS4 so my brother can play them as well ... Is there an easier way to transfer it without having to re-download each game? - We have a data cap, so I cant be downloading 40-50 gb games twice just so that both ps4's can have access.

I've tried to use the external storage on a HDD, but it doesnt work because the system is a "cut and paste job" not a "copy and paste"
