Am I correct in assuming we can possibly get better frame rates by playing on a 1080p TV and PS4 Pro (The Witcher III)?

Pretty much what the title asks. I was just wondering that since the update dropped, if that meant not only a resolution boost for 4K Tv's, but if you are playing with a Pro on a 1080p TV, could you possibly get a sharper image and better frame rates?

I am asking because I don't know exactly how that would work on 1080p sets. I
