Is there an easy way to access your downloads list on PS4?

I'm talking about this screen.

The only way I've figured out how to access it is through some roundabout way using Rock Band 4. It seems like it should have some easier way to get to it though.

EDIT: I guess for clarification, this screen is my purchase history and lets me download items I have bought but not downloaded. Sort of like the download list on PS3.
