PAN charged me £0.10p for downloading an update?

Hi all,

Basically I was downloading the new GT Sport update and it was taking forever to Download, so I paused and resumed download because it sometimes makes it quicker. Anyway, it resumed downloading but came up with "Copying" instead and somewhat downloaded it instantly. I checked my bank this morning and there was a thing from PSN saying "Internet -£0.10"

Question is, did I pay to download a file instantly?
