PS+ not working on second account?

So I have a Primary account on my PS4 which has PS Plus, I've been able to play online just fine. But even though I have the PS Plus Account as primary, My other account can't access online I've tried Deactivating it as my primary and Activating it again, But it doesn't seem to help
