should we expect PGW announcements to be on par with TGS's Level?

on TGS we have some known games and not all of them are meh. We have ok games like Dissidia , Dynasty 9 and some suprises like Front Mission : Left Alive and Gundam:BO2

while we have some top games from the Japanese Devs like MH:W

PGW is up ahead and we might see games/announcements that are on par or near same level like TGS , but instead its all from the Western Side along with some trailers/news on games shown during Sony's E3 2017 (which wasnt show up on TGS too)

some surprise/good announcements that wont get buried by games like TLOU2/DS/RE2 during PSX.
