Using Credit card of PayPal from different country?

Hi. I have a 2 psn accounts. 1 from Qatar and the other from Saudi Arabia. Can I use my Saudi Arabian credit card or PayPal on my Qatar account? I tried this last year with an American account but it didn't work. But I think this one might because they have the same store and fall under SCEE?
