Is the matchmaking in Overwatch region-locked, and are you matched in the lowest-latency region be default?

I'm from Australia and live overseas. I'd like to buy the Australian version of the game (it's a little cheaper) but I'm concerned I won't be matched on low-ping servers.

Can someone tell me how the matchmaking works on PS4? Do you select a region similar to other blizzard games? Cheers
