Both PS4 controllers blinking blue and won't connect and I've tried basically everything

Hey guys, hoping you can help with this issue. Been going on for months now and it's admittedly driving me a little insane. When I press the PS4 button on my remote it just blinks this light blue light (which eventually turns to orange) and it won't connect to the PS4. I've tried resetting using the little hole in the back, holding the PS4 and share button till it does that blinking thing in rest mode, rebuilding the database, even bringing it to Best Buy. Dude tried it and it worked fine there. Works fine with PS3. Both remotes are having this problem, one of them completely new so... Yeah, I have no idea what's going on.
