The NA store updates sometime on Tuesday (EU on Tuesday (PS+) / Wednesday / Thursday). This is usually in the afternoon but varies widely at times.

The PS Store does not update instantly. It is a slow process. Some things will be added before others. PS+ games will not be free until they say they are free. If you buy them before they say they are free, you are paying for them.

There are rare occasions that games will launch at 12:01 A.M. (EST. usually but sometimes even PST.) on the store but they are special cases for (generally) big games.
