Need help connecting new wireless DS4 controller to PS4

Read the instruction on pairing the controller to the PS4 step by step and still not connecting. Does the controller have to be charged fully to connect? I am holding the PS4 button and just getting a white then orange light from the touch pad but the PS4 is not recognizing the controller. Please help!
