If a game is bought on an account that isn't the master account, can the master account still play?

My brother and I use the same PS4, and my account is the 'master account'.

My brother plans on buying the Icon edition of FIFA 18 (basically extra content) on his account, which apparently allows him all the extra content. If he gets the game, will I be able to play it as well?
