Account got banned for chargeback

So my account got banned for a chargeback, I rang a number I found an they said I would need to get psn top up card to get the ban lifted, can they really not take a card or PayPal? Also if anyone knows the number for PlayStation in the uk let me know plz

Edit: I didn't do the chargeback for some reason Sony didn't accpet my cc for psn plus
