Are Driveclub Bikes expansion and Season Pass on sale?

I can't seem to see the sale price but I beard it's on sale. Also I can't buy Bikes expansion from the Store, it says i already own Driveclub even though i dont have the Bikes expansion. But i can buy Bikes from the in. game store for $15. So is it on sale or not? And if yes then why can't I see it? Screenshot of store
