Can you download DLC (map-pack) without having the game?

So I'm getting a lend of bo3 tomorrow off a friend so I can play zombie chronicles. Was wondering can I buy the dlc and download it now without having the game and will it still work ok tomorrow when I put the disk in? Couldn't find a concrete answer on search.
