Can't complete payment in PSN

For three days I have been trying to buy games on the PSN. I tried on the console, on my phone, and through my pc.

Every time multiple times I get some WC- (numbers) Error. Or it tells me process can't complete.

I tried with multiple credit cards and PayPal.. I know I'm putting in the correct info. Has anyone had this issue? It's very frustrating. I can't figure it out.
