PS4 Issue, could use help

So, I have a 1 Gbps Modem. My PS4 is hooked up via LAN to the modem. My PS4 download speed according to the connection test is ~300Mbps. But when I download things, such as Dragon Age Inquisition right now, or other things, I am seeing an 1-20Mbps range. Does anyone know what is going on?
