What the hell is with downloads speeds?

For fucks sake it shouldn't take me 15 hours to install GTA5.

On steam it would take me 3 hours at most. I could go to sleep and wake up and it still wouldn't take this long. The only solution I found was disconnecting and reconnecting from he internet. I have heard someone say that only speeds it up for a while and it will go back to being slow.
