Can't access PlayStation Plus.

I can't get PlayStation Plus to open. Everything else works just fine except Plus. I have googled for a fix and found none. I haven't gotten any error messages. I have rebuilt database. I have rebooted modem. I am connected via a LAN. WTF am I missing? Any help wood be greatly appreciated.
