How come you still can't pin tv apps to your home screen?

Every iteration of the tv menu on the PS4 menu have been sub par for speed imo. And it begs the question; why can't we just select apps and pin them to the main home screen, or even rearrange the menu?

Anyone know of a way to do this? Or if you can't, any reasons why?
