PS4 displays only static when powered on.

I turned on my PS4 and this is all I see. I’ve tried a new HDMI cord and get the same thing. If I try and boot I to Safe Mode by holding down the power button, I just get a no signal message on my TV. I also tested my roku on the same cord and it works fine. Help!
