Does the ps4 pro display in actual 4k? Or is it upscaled?

I keep hearing that the ps4 pro does not display in "actual 4k", and that it is upscaled but not in legitimate 4k. I just got a new lg oled55c6p with hdr but I only have a regular ps4. Would upgrading to the ps4 pro for $200 be worth it?
