If someone threatens to take my internet offline, where can I report him to make sure something gets done about it?

He said it in messages, so it can't be that hard to prove. I know some gaming subs have moderators where people who are part of the development can be contacted via Reddit, is there someone who works closely to Sony that I can report this user to?
