Game License locked and no longer have access to other account

basically i bought a game on another account of mine a long time ago and i have forgotten the login details for that account. now i cannot play it on my primary it says i need the license. Do i need to buy the game again on my main account? Also, will i have to download the game again? (the game is instaleld just locked). Thank you in advance
