Why the hell isn't there an open world crime game like GTA with the decision-making choices of a Telltale game?

It'd be like playing Breaking Bad or something. You could choose to launder money here or there, side with rival A instead of rival B, and build your criminal empire how YOU want to.

Want to take a more pragmatic approach? You can do that. Want to site back and let your goons do the work while you look after your money and pay the cops to look the other way? You can do that.
