Why is PS4 media player locked without internet.

I already connected the media player online when purchased at the start of the year. I don't play online, I don't use PSN etc. So why the fuck is it locked again? I don't have home internet, I just use my mobile phone data allowance which is tiny, and is not enough for any game or system updates anyway.
