Downloaded DLC now need network to play?

I downloaded both DLC's for Dark souls 3 and now when i try to start the game without network connection i'm getting and error that the DLC's cannot be found. My friend has both DLC's and can play without network connection. I tried googling and found something about booting into safemode and repairing the database but that did not solve the issue
