Is there a bug that doesnt let me use 4k?

So I have a Ps4 PRO and this monitor: https://www.youtube.com/watch?v=QomIQCq7mJs As you can see the guy in the video can use the 2160 settings. However for me they are greyed out and when I try to enable HDR on the ps4 it says: Your TV does not support HDR? I have checked all the options on my monitor and there is no such option as HDR
