[Question] Why are all of my digital games locked?

I just turned on my PS4 after not playing for a few days and every one of my games has a lock icon next to Start. When I try to launch one, I get a message that the license server cannot be reached and that I need to activate the console as my primary PS4. Well, it is already set as my primary PS4. I’m logged into PSN.

Any ideas as to what is happening?
