My games are either slow motion or super speed what is going on?

Happens on my OG PS4 and new slim version. Seems to be a flip of a coin, one day I can turn it on and it's playing at like 0.6 speed next time I turn it on it's 2x speed. I play on a gaming monitor but it's the same on my TV and with different hdmi cables. Ive tried rebuilding database and initialising console but no luck.
