Weird motion controller issue

I'm having a problem with my new motion controllers that I haven't been able to figure out. A few searches haven't turned up anyone else with this issue either. I got brand new motion controllers when I got my VR last Christmas. I had this issue immediately after opening them and after not being able to figure it out, I just didn't use them. Now I'm trying again and the issue remains. They both pair to the PS4 but only one connects to the user and lights up. The other does pair and is listed with the other controllers under Bluetooth Devices but it never asks which user is using it and none of the buttons work. The red light is on and solid. I've tried resetting the controllers, resetting the PS4, and trying different cables, and they're fully charged. It just seems strange that it's connecting to the PS4 and the red light indicates that all is well but the buttons don't work, the bulb doesn't light up, and it doesn't connect to a user. Any thoughts? Thanks!
